City Accepting Applications for CDBG and ESG Local Housing Grants

The City of San Bernardino is seeking applicants for the 2026-2027 Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) Programs.  The City receives these funds directly from the U.S. Department of Housing and Urban Development (HUD) and anticipates receiving approximately $2,600,000 in CDBG and $256,500 in ESG funding.

The City of San Bernardino’s CDBG program can fund eligible community and economic development activities, public services, and fair housing. Eligible activities for CDBG funding must meet one of the following national objectives: 1) principally benefit low- and moderate-income people, 2) eliminate slums and blight, and 3) meet an urgent need. The types of projects and programs that may be considered for funding, subject to national objectives compliance, are summarized as follows: construction and rehabilitation of publicly owned facilities; improvements to public and private buildings to make them accessible to people with disabilities; and infrastructure improvements to include sidewalks, street, drainage, and water and sewer systems.

A portion of the CDBG funds may also be used for public services, such as childcare, senior services, health and mental health services, services for battered and abused spouses, and legal services.

The City is also seeking applications from entities that have experience and are qualified to provide services eligible for ESG funding. The purpose of the ESG program is to assist individuals and families in quickly regaining stability in permanent housing that are experiencing a housing crisis or homelessness. Eligible activities for ESG funds are street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, and data collection through the Homeless Management Information System (HMIS).

Applications will be accepted beginning Monday, December 1, 2025 and are due no later than Friday, January 16, 2026, at 3:00 p.m. Applicants are instructed to apply via the Participant Portal at the Neighborly website: https://portal.neighborlysoftware.com/sanbernardinoca/Participant

Applications received after 3:00 p.m. January 16, 2026 deadline will not be accepted.

Please note that CDBG funds are reimbursable, meaning awardees must pay eligible expenses upfront and then submit invoices to the City for reimbursement.
