The LaunchPad Collective announced this week that it has received the City of San Bernardino’s AB 2011 consistency determination, confirming entitlement for a 48-unit mixed-use development on Baseline.
The determination confirms that the Baseline site qualifies for ministerial approval under California’s Affordable Housing and High Road Jobs Act (AB 2011), establishing a clear and executable pathway for corridor-based housing development.
“This entitlement is more than a milestone – it’s proof of concept,” said Robert Carrillo, Founder and President of LaunchPad Collective. “We set out to demonstrate that when policy, design, and capital are aligned from the beginning, you can reduce entitlement risk and unlock real, scalable development opportunities. This is about creating a repeatable model – not just for one site, but for entire corridors and communities.”
With entitlement secured, LaunchPad is now advancing toward construction while continuing to build out its broader ecosystem – integrating housing, small business incubation, workforce development, and community-serving infrastructure.
LaunchPad is designed to prove that development can be both financially viable and community-driven – without relying on traditional subsidy structures.
