County Fire promotes Serna to Deputy Chief of Operations

San Bernardino County Fire Dan Munsey recently announced the appointment of Chief Martin Serna as the new Deputy Chief of Operations.

“Chief Martin Serna’s career and dedicated service make him an outstanding choice for Deputy Chief of Operations,” said Fire Chief Dan Munsey. “His achievements in strategic planning, operational excellence, and community service will serve the residents of San Bernardino County well. His leadership will continue to greatly benefit the San Bernardino County Fire Protection District and the communities we serve.”

Chief Serna’s journey in fire service began in Pomona and Norwalk, leading to an Associate’s Degree in Fire Science from Mount San Antonio College. His early career included roles at the MCAS El Toro Fire Department, followed by a progressive tenure at the Torrance Fire Department. Here, he ascended through various ranks including Firefighter, Paramedic, Fire Engineer, Fire Captain, Battalion Chief, Assistant Chief, Fire Marshal, and ultimately Fire Chief. Under his leadership, the Torrance Fire Department achieved International Accreditation and retained a Class 1 ISO rating, and he was instrumental in establishing a Basic Life EMS transportation program.

Since joining the San Bernardino County Fire Protection District in June 2022 as the East Valley Assistant Chief, Chief Serna has shown a strong dedication to public safety and organizational growth. He holds a Bachelor of Science degree in Fire Science from Columbia Southern University, has participated in the Senior Executives in State and Local Government program at Harvard University, and is pursuing a Master’s in Public Administration.

Chief Serna is deeply involved in various community and civic groups, including the Knights of Columbus, Torrance Kiwanis Club, and South Bay Salvation Army. His leadership extends to his roles as president of the South Bay Police and Fire Memorial Foundation and board member in several organizations. This extensive community involvement underscores his commitment to public service beyond his professional duties. Since joining County Fire, he has joined the Arrowhead Credit Union as an associated board member, the Arrow-Heart Foundation, and is a board member in the United Way Arrowhead.

Chief Serna assumed command from Interim Deputy Fire Chief of Operations Scott Tuttle, who has served in the interim role since September 2022. Chief Tuttle will be retiring at the end of March.
